The Union Public Service Commission UPSC invites the eligible candidates to apply for the IAS Examinations 2019-20 through its notification in the Official Website.
IAS Examination, also called Indian Administrative Services Examination is one of the civil services among IFS, IPS, IRS & many others and is considered toughest and prestigious examinations conducted in India.
Every year 9 to 10 lakhs students appear for the examination but only few thousands students get qualified for the civil services and only hundreds of them become an IAS Officer.
The UPSC conducts IAS Prelims Exam in the month of June, followed by Mains in October for the candidates who have cleared the Prelims with merits. Finally, an Interview Exam for candidates who has secured rank in Mains Exams.
The number of vacancies to be filled on the result of the examination is expected to be approximately 1079 which include 34 vacancies reserved for P.H. Category, i.e. 14 vacancies for LDCP, 7 Vacancies for B/LV and 13 Vacancies for H.I.
Following are the eligiblity conditions for the candidates appearing for UPSC IAS Civil Services Exam, regarding the eligibility criteria, age limits, minimum education qualification, number of attempts, various Civil Services.
Eligibility Conditions:
A) Nationality :
- For the Indian Administrative Service and the Indian Police Service, a candidate must be a citizen of India.
- For other services, a candidate must be either :— a citizen of India, or a subject of Nepal or Bhutan, or a Tibetan refugee who came over to India before 1st January, 1962, a person of Indian origin who has migrated.
- A candidate must have attained the age of 21 years and must not have attained the age of 32 years on the 1st of August of the year of their examination.
- Maximum of 5 years for Scheduled Caste or a Scheduled Tribe candidate; maximum of 3 years for Other Backward Classes candidates; maximum of 5 years J& K candidate Who had been domiciled in the State from 1980 to 1989; maximum of 5 years in the case of ex-servicemen; maximum of 10 years in the case of blind, deaf-mute and Orthopaedically handicapped persons.
- The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India.
- The candidate appearing in the final year of the degree will be eligible to apply for Civil Services and appear for the Preliminary Exam. The educationally qualified candidates will onlybe admitted to appear in the Mains Exams
- Every eligible candidate appearing at the examination shall be permitted six attempts at the examination.
- Other Backward Classes eligible candidates are permissible nine attempts for examination.
- No restriction on number of attempts in the case of Scheduled Castes and Scheduled Tribes eligible candidates & PH candidates.

UPSC IAS Civil Services Exam is conducted in three phases:
- Phase 1: Preliminary Examination or CSAT (Objectives Section)
- Phase 2: Main Examination (Written Section)
- Phase 3: Interview (Personality Test)
Civil Services Prelims Examination: The Prelims Examination will be an Objective type of Examination which consists of Multiple Choice Questions. The Students who are qualified and selected in Prelims Examination will be allowed to Mains. The Preliminary Examination is generally conducted in the month of June. The Date of Commencement of the Prelims Examination is June, 2019 as stated in the Notification released by the Official Website of UPSC.
Civil Services Main Examination: The Mains Examination is a Written type of Examination. The students who are qualified & selected in the Mains examination will have to attend an interview. The Mains are generally conducted in the month of September-October every year. The Date of Commencement of The Mains examination is 20th September, 2019 according to the notification released by the Official Website of UPSC. The students who are qualified and selected in the mains will be called for an interview.
Phase 1: UPSC IAS Civil Services Preliminary Examination Pattern & Syllabus 2019-20
- General Studies Aptitute Test and CSAT or Civil Services Aptitude Test (since the year 2011) is the first phase of preliminary examination of UPSC.
- IAS prelims exam consists of two papers of objective type, each of 200 marks (total of 400 marks) and two hours of duration for Paper I as well as two hours duration for Paper II and candidates must take both the papers(mantadory).
- Both the papers will be of objectives type(multiple choice questions).
- The General Studies PaperII of the Civil services Preliminary examinatins will be qualifying paper with minimum qualifying marks fixed at 33%.
- The Question Papers will be set both in Hindi and English.

UPSC Exam Pattern of the UPSC IAS Civil Services MAINS Examination Syllabus 2019 – 2020:
The Mains Examination is a Written Examination. It consists of 9 Papers out of which 2 are Qualifying in nature namely Paper A and Paper B; remaining 7 papers which are namely Paper I to Paper VII which are based on Ranking. The Questions will be available in Hindi as well as English in the Question Papers.

I. UPSC IAS Civil Services MAINS Exam – Paper A – Modern Indian Language (Qualifying Paper):
- Comprehensive questions on given Passages.
- Precise Writing. (Making a Summary).
- Usage as well as vocabulary.
- Short Essay.
- Translation from English to the Indian Language & conversely.
Note: Modern Indian Language will be as the languages in the 8th Schedule of the Indian Constitution.
II. UPSC IAS Civil Services MAINS Exam – Paper B – English (Qualifying Paper):
- Comprehensive questions on given Passages.
- Precise Writing. (Making a Summary).
- Usage as well as vocabulary.
- Short Essay.
- The candidates have to write two essays each from Section A & B on any of the topics given. Each essay carries 125 Marks. Essay Sections play a crucial role in the examination.
- Candidate will be expected to keep closely to the subject of the essay to arrange their ideas in orderly fashion, and to write concisely. Credit will be given for effective and exact expression.

Phase 3: UPSC IAS Civil Services Examination Interview:
The UPSC panel calls the candidates for an Interview,the final phase of IAS Examination, for candidates who have secured rank in the Mains Examination. The Interview phase plays an important role in the Selection of the Candidate which consists of 275 marks. The Grand Total 2025 Marks of the Examination contains 1750 Marks Written Examination and Interview/Personality of 275 marks.
The Selected candidate will be Interviewed by a Board which consists of the Competent as well as Unbaised Observers. The purpose of the interview is mainly to review the Candidate’s Personality Suitability for a Career in Public Service. The Board also observes and judges the Mental Ability as well as Mental Caliber of the Candidate.
The Interview is conducted to assess the Intellectual Qualities as well as the Social behavior of the Candidate and the interest of the candidate in the Current affairs.
The Objective of the Interview is not to crossexamine the candidate, but to analyze his or her Intellectual & Mental Qualities. The Board is interested to ask the questions relating to the events occurring in India as well as the World.
As the candidates are already examined on the topics of Current Affairs and the Subjects in the Written Examinations, the Board is interested to ask these questions. The Score of the Candidate will be based on the Personality test conducted as well as the Intellectual Qualities.
